Why will my dog not eat or drink anything? she has been throwing up foam, has runny diarreha and has a fever.?

I'm not sure but I think you need to get the dog to the VET-ASAP!  Before it turns into somethinf more serious

If she's a puppy, it sounds like she's got Parvovirus, which is a disease with a high mortality.  Not all pups who get the virus get overly sick, but when they do get sick, they end up dying from dehydration due to vomiting and diarrhea.  

Make up a solution of salt water (one tsp to one quart of water) and add a little sugar to it. Force feed it to her by injecting it down her throat with a large syringe or baster.  Do this every hour on the hour.  The only other treatment is to take her to the vet, who can hook her up to an IV to give her fluids.

Is she lethargic?  Is she a pup that you haven't taken to the vet?  Could be parvo.  It doesn't sound good.  How long has she been like this?  Call the vet.
