Why won't my Habanero plant flower and produce fruit?

They wintered over from last summer, but they have not bloomed at all this summer. I live in New York, and I brought them inside in pots during the winter. They are very healthy looking, but no peppers. I have them inside under flouresent lights. If I put them outside, should they bloom? I had no problem getting them to bloom last summer inside under the same conditions, but now nothing. What gives?

    I have terrible announcement for you.    

    Habanero (capsicum chinese) in spite of the name it is originated in the Amazonian (pimenta malagueta)  it is a plant that needs be replanted annually or every 2 years. Habanero needs a lot of light in spite of not supporting direct sun when it is very strong, it needs soil always humid must be watered day yes day no.
