  1. Nudge it with your first car to test for any mechanical resistance. If the brakes are, in fact, rusted closed, a little movement could break it loose.

  2. Hard to say.

The brake pistons could be locked, and you will need to dislodge them.

It its automatic and it doesnt start, the transmission may be damaged and the impeller is broken and the linkage clutch may be locked attaching the engine to the transmission permanently, thus there is NO neutral.

If its manual, then the transmission may not be in neutral, thus preventing your car from starting and the wheels from moivng.

  3. Make sure the key is turned in the ignition, other wise the wheel will not turn. As for the car not moving the brakes are frozen, im sure its rained a few times and the car has been sitting for awhile. The brakes will rust to the rotors, your gonna have to give it a good push. Or start it up and give it some gas until it moves.

  4. clayton might be right, the brakes might be locked up.

  5. the brakes might be froze up if it has been sitting for awhile. try to get a few people to rock it maybe free it up.
