Why won't my computer download things?

When I try to download a program, it stops at this window...http://i209.photobucket.com/albums/bb46/malloryfruge10/download.png...and stays there until I restart the computer! When I first got my computer, it downloaded things normally. But I haven't been able to download things ever since. How can I download things normally?

Make sure your popup blocker isn't stopping things from downloading.
