Why won't my golbat won't evolve in pokemon sapphire?

I caught my golbat in the Cave of Origin at level 35 and it's now level 56. I went to the lady in Verdanturf town and she said my golbat was very happy and likes me. I did everything I could to make it evolve. I gave it it's favorite pokeblock and I gave it a sooth bell but it still won't evolve.

Give a soothe bell if there is. You have to make it like u.Then it will evolve.
