Why wont my Magnolia Stellata grow?

I purchased a M. Stellata in early spring and it has yet to grow. I water it generously and there are still no of foliage whatsoever. Its been branches for the past 3 months. How can I get it to grow? Im in NJ.

No leaves at all?  Then I hate to say it, but... it probably is not going to do anything because it is dead.  It should have leafed out long ago.

Go back to the company you recieved it from and ask for your money back!
