Why wont my dell dimension 4600c reset to factory settings its a windows XP professional please help.?

So my dell dimension 4600c windows XP professional wont reset to factory settings i tried the ctr+F11 but that doesn't work it brings me to a screen but no reset option and i don't have the disk to reset it either. I really need help with this so if anyone can help me that would be great thanks.

What shows on the screen when you tried to do a restore?  It is possible the partition that the image is on is corrupt, and unusable.  If you don't have a XP disc, call Dell, and they should be able to send you one at no charge.
