  3. This answer depends on your equipment.  Are the subs, deck, and amp something you know for certain work?  Or did you buy this stuff used?

If we assume it is a wiring problem, i would first make sure your sub outputs (from you deck) are "on".

Next step; check and ensure the RCA's are plugged into the "sub outs" on your deck.

Next I would check the amp.  Some amps can be confusing(with built in crossovers, more that one set of RCAs and switches that can turn off the input signal to your amp).  Make sure, your RCA jacks are inserted into the Input of your amp and for now, bypass the amps built in crossover.

If that still doesn't work, I would hook up another speaker and/ or another amp to test your deck.  You want to check for sound.  If you don't have sound from the other "test" speaker, I would wire in a different test amp and check for sound.

Hopefully, this helps you troubleshoot your install; good luck!

  4. sounds like you don't have a good ground, try scraping off some paint where you have it grounded, also make sure that the location of you ground is thick enough

(a bad ground will give the amp enough power to turn on but not enough power to push the subs)

  5. check the amp for power control levels and some headdecks also sub control levels. check for those and turn them up

  6. Have you connected + from your amp to + on the subs? Incorrect polarity is an easy mistake to make.
