Why would I get a message to a land line saying, "Calls to this number are not allowed?"?

It is possible this is a virtual number. Is there anyway to get through to the number?

  1. Several things that I can think of.

    Certain pay phones are blocked from incoming calls. This is done because either the pay phone company does not get paid for incoming calls. It's also done in urban locations that are known as potential drug trafficking areas.

    Also many penal institutions block incoming calls from phones that are accessible to inmates.
