Why would a beetle's steering lock up?

Hi, Thanks for looking. I am in the process of bringing a 1970 or 71 beetle (it might even be a super beetle, but i'd have to look closer to tell) from one part of my property to another, using a trailer that the front tires go on. This vehicle doesn't run, and the battery is disconnected. So, I was using a hand winch to pull it up on the trailer. Due to the narrow ness of the wheelbase, I had to be exact in putting it on the trailer. So, why would the steering lock up? I don't think that beetles had power steering (duh it's a beetle) unless Super Beetles had power steering. And, if it is the power steering, how do I get it unlocked? The nearest power is atleast 600 M away, and I don't have that much extension cord. Thanks for looking. I'm still gonna try and tow it up, even with the locked steering. There is a small possibillity that the chains are some how interfereing. I will check it out today. As an after note, I just want to say good things about the 1988 Honda Fourtrax 300 2wd. This sucker has enough power to pull this trailer, and the beetle up a large, fairly steep hill. (i've done it with similar weight.
