I think the fact that they got that tattoo and their nationality are completely unrelated.

Because he/she likes how it looks perhaps?  Or maybe she/he really likes peppers.  I have two dragons because I like dragons, and they were good drawings to begin with.

Maybe they are originally from Chile in South America and that's their Chile pepper.....lol...i don't know...why not a tattoo of a nut instead...A Brazilian nut!!
