Why would a call from a pay phone show no area code?

With every number in Georgia needing to be a ten digit number, why would a call show up saying 'pay phone', but only show the old 7 digit number, and not allow you to call back?

  1. This would happen because the company that is servicing the pay phone is reporting the CID data in a fashion that does not show the "Actual" direct dial number.

    Caller ID data can be easily manipulated, changed, or falsified, especially if you are a telco company.
