Question:

Why would a car with automatic 1994 mercury sable transmission lose power going up hills?

and it will seem like it is skipping at times on flat surfaces going along at normal posted road speeds and the tires try to hold the car back leaving a stop sign and skids. It can't be one thing related to each other! or separate problems? Go figure it is a Ford product.

Did you leave the emergency brake engaged?  Or possibly the brake calipers or the E-brake is frozen.  Have a mechanic look at your rear brakes.  They should be able to tell just by taking off the rear wheels and oh, don't forget to check to see that the E-brake isn't engaged before doing anything.
