  1. The ability to pass the written and basic driving test may allow the issuance of a drivers license. However, there are many individuals who are licensed who should not be on the road.

Some should be relegated to electric kiddie cars and never allowed on the freeway.

I have personally known drivers who have had severe vision, personality, drug, alcohol, physical skills and what appears to be the lack of reasonable driving knowledge to have licenses and be on the road.

  2. If they can't drive, and shouldn't be allowed on the road, they would not have passed their test and received their license.  The fact that they have a license shows some skill at driving.

    Your question makes no sense.

  3. Maybe to inform them that they will need additional driving lessons even though they passed but I do agree that they should call sooner.
