Why would a lack of experience with a representative government be a problem for developing nations?

it's an essay question im having trouble with.

The problem is there are to many different factions wanting control from the start. Developing countries have alot more diverse and differnt groups who want the upper hand from the get go, basically here we have two groups, and this country is about 50 50. Getting up and coming democracies to have a fair election the first time around is hard to do but I believe at least Iraqie voters made a strong turn out and I think its going to work. Let Freedom ring, who was that said, give me liberty or give me death.
