  1. There could be various reasons:

    The non-blooming side isn't getting enough sun or water

    One side is more favorable to its requirements

    The bad side is diseased (blight?)

    Only half the plant is getting nutrients

    Underground critter are eating the roots from the tree


  2. one side shaded or root damage would be my guess....
