Why would anyone buy tickets for a tour that does not exist

I seen this that U2 have warned fans about some fake concert tickets. Who would buy a ticket for something that there has been no announcement about?

Did U2 not post such a thing before years ago, a few months before they did announce a world tour?

It smells of a publicity stunt this?
