Why would someone at work not answer email, or make up a stupid answer?

Sometimes it is easier to verbalize your answer than writing it out.

Some people hate email and dont know how to type. they would rather you call them. It takes time to email- its easiey and faster to just say the answer.

Whenever I dont answer someones email- its because I just dont want to- I dont like the person - or maybe the question was just g*y- and this is at work- then when I see them- i dont say anything but if they ask me if I've received the email  i say i was busy and couldnt reply but ............(the answer).

maybe they don't know how to use the email system.  But the better answer is that they don't know how to write or maybe even spell.  Texting and professional emails are 2 different things.

If the person is having problems.  I would talk with their boss.  They can go back and learn to spell and write
