Why would u propagate plants rather than use seeds for commerical uses?

The first method of cloning is the use of propagation.  There are several reasons to use propagation.  As previously stated, one reason is the increased speed of establishment.  However, the other is the control of genetic variance.  It has been quite possible to use this technique and have one hundred hectares of a crop with identical genetic background for several hundred (if not a couple of thousand) years using this technique.

It's faster to do that than  to wait for seeds to germinate and grow.
