Why would you not expect to see tissue macrophages in a blood smear?

  2. Because tissue macrophages reside in the tissues, not the blood.  You will see a few macrophages though.  Remember that macrophages and neutrophils are only transient residents of the bloodstream, and move out of the circulation and into the tissues relatively quickly (within several hours).
