One circumstance would be for those who live on welfare and are below the poverty line. Just because the average income is something like 50 thousand a year, it doesn't mean that everyone is getting close to that figure. Plenty of people live on minimum wages.

Another would be that they are working longer hours and just do not get the time to enjoy the fruits of their labour. If you are working 60 hours a week, when do you find the time for recreation?
