Why yon't pikachu evolve in pokemon yellow?

in th end of th game after u catch mewtwo at th curulean cave u will find a thunder stone, and u can evolve yor pikachu into a raichu. i cannot garentee ths is correct, ths is wut a freind told me. u can also hack th game.

p.s. u need to fill out th rest of th pokedex to get th thunderstone

I've seen on another site that it's because in Yellow the Pikachu's based on the anime, where he refuses to evolve.

If you want a Raichu you'll have to get one from Blue or Red, but it won't follow you around like the original Pikachu does
