  1. Create a shortcut to that software on user desktops by giving the exe of the software located on the server.

  2. first share the software programe in the server, and then type the Ip adress of the server in the start-- Run command.

    for eg.. \\10.130.200.75

make sure u type double back slash before entering the ip adress... after entering ip press enter, it might ask for the user name and password, once u give it u can access it frm client pc.

  3. Depends on the program and how you want to access it.  If you setup 2003 as a Terminal Server, then people can connect to it and run the programs in a window off the server.  If you want to install it on the server but let people access the program WITHOUT terminal services, then it depends entirely on the program.  MOST programs WILL NOT WORK that way - they require configuration that the setup program takes care of for you... and "sharing" a program as suggested above will USUALLY fail.
