Da ich nicht weiss um welche Stadt es hier geht kann ich die Frage eigentlich nicht vernünftig beantworten.

I'm going to go ahead and assume your teacher can't speak german worth a d**n and meant cities in general and not a specific one. Wie wird die Stadt der Zukunft aussehen? is how you would ask the question. An answer would be:

Die Stadt der Zukunft wird im Vergleich zu heute viel mehr in die Höhe gehen, da die Ausdehnung am Boden nur bedingt möglich ist wird man in die Höhe bauen müssen, somit wird das Stadtbild künftig von sogenannten "Wolkenkratzer" geprägt sein.

Ich versteh die Frage nicht: I do not understand the question.

How will the city in the future be??  That's pretty vague, and therefore, pretty open-ended, if you ask me.  (And I'm ready to vouch for my translation- I'm fluent)  you could answer, possibly :Keine Ahnung (No idea), or Haesslich (ugly).  You could also say: Die Stadt wird grosser sein, die Technologie besser (The city will be bigger, the technology better)...  I dunno- whatever you think, I guess.
