Wierd Sounds During Power-Out?

Question

I live in a residential neighborhood in California. Power and telephone lines are only two blocks from my house.During a power-out, the electrical transformers make noises as loud as and comparable to a bomb. It echoes throughout the neighborhood and no doubt the entire city. It's scary and unnerving. Have you ever heard this sound and has it happened in your area?

do not know what it is but its common and something to do with everything going off then starting up again all at the same time
