Wierd problem. When I do a soft reboot and my desktop screen comes up, a folder called system32

When I do a soft reboot and my desktop screen comes up, a folder called system32 pops up and stays there until I manually close it. I'm getting sick n tired of this folder coming up everytime I reboot. Also when I try to shutdown to restart, something called dwwin.exe - A dll shows up. I can hit ok and it disappears or just let the machine goes and it goes away but I never had this show up before.
