  1. The ohms are based on the rating that your powering your speakers with. Look on the back of your reciever and see what ohms the power amp is pushing. Match that up to your speakers you want to purchase. Running too low on ohm rating can fry your reciever. So choose wisely.

  2. 4 ohm speakers will be twice as loud as 8 ohm, and 8 ohm speakers will be twice as loud as 16 ohm speakers, if your amp can handle the different resistances.

As limitations on amps go, I would expect the 16 ohm speakers to be tinny and have little bass output, and the 4 ohm speakers to be base heavy and a little duller than 8 ohm speakers.

Good speaker/crossover design can overcome the limitations of different speaker impedences,  but high or low impedence (16 or 4, or even 2 ohms) can put an unstable load on most amplifiers, or cause you to overdrive the amp to get an acceptable loudness.

  3. They are low efficiency speaker. This means you need more power to drive them and to achieve the same db level (i.e loudness). But they should sound fine. Impedance does not affect the sound quality - assuming you have the power.

If you have a weak amp, get the 4 ohm speakers.
