Of course. Just have an address (hotel/friend) to give and make sure your ticket leaving date matches your I94 date...otherwise you will get interrogated. Your dates could fluctuate if you are a student.

Yes.  Someone age 18 is considered an adult for entry purposes.

However, the traveler always must be prepared to answer questions asked by the Immigration Officer, such as "What is the nature of your visit?", "How long will you be in the USA?", and "Where will you stay in the USA?"  Also be prepared to show proof of travel arrangments, such as hotel reservations and airline tickets.
