Your question doesn't make much sense.  Gore has been to Tokyo calling for lifestyle changes already. And Japan is indeed making efforts to combat it.

As for Cindy's overactive imagination, 71% of Japanese along with the Science Council of Japan most certainly do believe in Global Warming.  The Science Council signed the joint science academies statement on climate protection.

He doesn't need to. Of course Tokyo residents are wary of making changes to be more environmentally friendly. They already live such an efficient and compact lifestyle, that who are we as westerners to come in and tell them how to change. If anything, we should emulate them.

When your hotel rooms are smaller than American closets, you already have amazing public transit, and "green technology" is commonplace, what more would they really need to do?

The only reason why Tokyo does not believe in global warming is because they are SMARTER.  They will tell Al Gore to go straight to where he belongs.  They know absolutely and without a doubt that global warming is the biggest scam of the 21st Century, just like all of the smart people here.  When you see idiots on television talk about global warming, their eyes sink into their head and they get that dumb look on their faces, just like someone who is brainwashed.

I think the latter will happen.  Japanese are proud people who see themselves superior to us as a society.  Why on Earth SHOULD they listen to Al "freaking" Gore.
