Will Apache web server slow down internet?

I'm installing Apache web server on my computer. I was wondering if it will slow down all the computers on the router (even though i am port forwarding). If not will it slow down my computer a lot?

Also would it slow down the internet and x box live?

Well, that depends.

Is the server just for local testing and development: no problem.

If the server is meant to host multiple websites which are accessible from the Internet it will most likely slow your connection down because at the time they are visiting your website you are uploading data. So unless you have a symmetrical line your Internet connection speed will drop.
