Will apple give me a free iPod touch if i've only had mine for 3 months and it won't charge or turn on?

Contact the warranty department and begin the RMA process. If they can't help you make it work otherwise, they'll send you out a factory-fresh refurb in exchange for your dead one. Might have to pay shipping one way, but don't hold me to that.

Two - if your iPod Touch is out of warranty and has a dead battery, you can get the battery replaced for $79.  Read this.
