Yes, I believe that after prolonged periods of time (depending on the dosage) E will cause brain damage.

if you're inhaling it through the nose in powder form, I think that will also ruin your nostrils

In short, YES. It kills brain cells. In my younger years I used many drugs. Now I notice that I can't read as fast, comprehend as fast, spell as good or even retain information as well as I used to.

Not anymore than drinking alcohol

Just limit consumption by exercising moderation and it probably won't hurt you anymore than alcohol hurts moderate drinkers.
