why on earth would it promote winning streak?

i don't think it has got anything to do with the winning streak of indians especially.

there are so many teams playing . Why Indians be prompted to WIN!!!!

Of course there are positive aspects to IPL, discovery of young underdog indian talents being one of them, a healthy competition disregarding barriers of nation, group, tribe, community etc. being another.

Rather it's harming the national and internantional games' time-tables.

but again this too is cricket and more so it's entertaining.

so no harm exactly, but the authorities must draw the line so that we don't completely lose the original form of cricket at national and international levels and we don't over-exhaust the players.
