right now the island its having trouble with a at&t tower and the signal still works, but its pretty slow and bad service.

It Will work...the  question is  what will they charge You??  

Roaming? Long Distance??

yeah most service provides in the US provide good service in puerto rico

verizon and ATandT have good service along with others

if you go to your service providers web site there should be a service locator and you can see if there have service in puerto rico
