  1. No. He has stated publicly a number of times that he will not be a king of england and that is why he is heir apparent and not heir presumptive, regardless of which Charles is fulfilling the role of prince at the time. One of the Charles persons announced himself as King of the UKSAR of Britain in 1994 while in the court of the prince and this negated the prince's court and the queen of england in her court [a King has precedence]. She had to step down, Charles could not return to his role of prince and he had sacked the presidole/president of UKSAR all on the same day, so it was agreed his household staff should take charge of the now defunct court and they continued as the successor and assigns to it for some years. The situation can not be retrieved and there is an interregnum or interregency in effect in England and that is why the our lord of great britain assisted in some tasks and later became a kind of de facto presider. Whatever happened to him???
