Will Steve Rogers return as Captain America?

I've read through the post Civil war story and his 'death' yet he's popped up as an old man here and there in some splintered comics and yet he's supposed to be dead as a doornail.

He is and according to Marvel he won't return.  That is he is dead in the Earth 616 line which is the main Marvel Universe, there are plenty of other universes that he isn't dead in.
