Will a 12 inch wide tire fit on a 9 inch wide rim?

Thats why its a 9 " rim.

The max you could go on it would be a 10" may be a 10.5 " .

Yes.  And you will have 3 inches left over to do whatever you like with!  I'd use them as bookmarks in your encyclopedia.  Wash them first.

No.

If you mount a 12" tire on a 9" rim, it will crown up in the middle and the bead probably won't seat on the rim correctly.  It will be prone to leaking air and the tires will wear quickly in the center of the tread.  It won't have as much traction because the contact patch is smaller, and will be dangerous to ride on sloped trails.  You will also void any warranty by making an improper suspension modification.
