No. A GFI or Ground Fault Circuit Interrupter is designed to break the circuit if an excess amount of current is flowing back to ground.  Although if you have an open ground a tester will not read correctly or simply just tell you have an open ground.  The test button on outlets often found in bathrooms simply bridges the power connection and the GFI button pops out, if no power is connected then it defeats the whole purpose.
