sorry but an addapter can never increase the resolution of something, the resolution as always a set ammount, however in some cases with very large monitors like apple cinema displays, using one dvi input ends up with either half the resolution or half the hz refresh rate

DVI does transmit a better quality image than a standard VGA. But just becuase you have a hdmi cable won't make the image 1080p you will need a hd (high definition) graphics card.
