  1. Highly doubtful.  Each GPS receiver manufacturer has their own map data format.  A Magellan doesn't know how to read a Garmin map file, for example.  I wouldn't expect Navigon and TomTom to be able to read each other's maps either.  You get the GPS receiver cheap, then they hit you with the cost of map updates.  By using proprietary map formats, the GPS receiver manufacturers guarantee themselves future revenue from the map updates.
