Will a VGA to s video cable work for s video to VGA?

I've just got a new hi fi and want to play DVDS through my monitor. I reckon it should work but would like to know for certain. The sort of cable im referring to is http://www.b2cshop24.com/en/svga-vga-to-rca-s-video-av-tv-adapter-converter-cable.html?currency=GBP

That cable probably will not work that way because you are trying to go from video (low resolution) to VGA (high resolution).  What you probably need is called a "scan converter":

These are about $90 and will convert video or s-video to VGA.
