Will a boat propeller spin out of the water?

i have a mercruiser a 73 i think and the engine revs up really nice and it raises the motor up and down but i can't get the propeller to spin on land and i can't put it in the water right now is this thing broke or what?

yes, i defently think it is broke, if the boat is running out of the water and you put it in gear  the prop will spin  if it is working proporly.  this is not recomended to do it but yes it will spin
