Will a book have the same content if it has different ISBNS but the same title, author, and edition?

The paperback edition might have a different isbn than the hardcover edition, but still be the same book inside, with a different print date, introduction, dedication page, something like that.

...something is not right...different ISBNs mean there is a difference in the text....(college prof)
