  1. A college degree will help you find employment almost anywhere in the world.  However, the degree itself isn't the key; it is usually the interview which the degree unlocks for you.  As someone with an American degree who has worked for more than 40 years outside of the United States, my advise to anyone aspiring to work overseas would be prepare for the interview and pursue the interview.

The second part of your question is difficult.  Some universities will accept credits; other will not.  Perhaps more to the point, most overseas universities will accept degrees.  Thus, if you have a degree in maths, you may well find you can enter a Master's degree programme in another country.  At worst, you might need to do an Honours Degree.  All of this, of course, depends upon the quality of your degree.  A BSc in Maths from Podunk University with a GPA of 1.99 is not going to impress anyone either in the United States or overseas!
