Will a dash pad for a 1968 to 1970 VW Beetle install over a 1966 Beetle dash without modification?

you would have to drill holes for the mounting bolts and vents and than add the extra windshield defrost vents. I saw this done once to a 1958 but in my opinion this would make it look god awful.
