  1. No. They count as separate homes.

    When I lived in uni halls, everyone had to have their own licence as we were separate tenants, officially.

    They only cover the one address. If in doubt, look on their website or ring them

  2. I doubt it as they are 4 separate residences.  A licence covers all tvs in one house.
