Will a motor offense stop him from being able to emigrate to canada?

me and my fiance are moving their in jan...his brother wants to move over as well, hes a welder but 13 years ago he was caught driving without a licence. it went to magistrate court and he was fined. when he has his criminal check will this count against him?

Not only will they deport you back to America, but they will likely force your fiance into a work camp where he will spend the rest of his life making liscense plates for the United States government while you touch his hand through a shatter proof glass window and listen to his voice through a telephone.

    I would reccomend that you guys never leave the trailer park.
