I've heard someone say this, but... how do I put this? No.

In 15 years as a paranormal investigator, I've never been able to find anything to protect from "evil" spirits. Like evil people, they tend to try to fool you. Seances are fine and good, but be sure the person "running" the seance is someone you trust.

I don't place a lot of credence in seances. Instead, I prefer more scientific means: EVP, EMF readings, and keeping the amount of human participants a known (and localized) factor.

An evil eye is a curse placed upon one, generally by a gypsy (that is, one of Romany descent).  Given that it is a curse, I can't see how it would protect you from evil spirits.
