Will any universal remote control both my tv and cable box?

The cable box remote won't control the TV....I've heard other people complain of this with Emerson TV's

TV is .........................Emerson LC320EM81

Cable Box/DVR is Scientific Atlanta Explorer 8300HDC

did the cable guy leave you book with the codes for the tv. If so try the codes 1 more time. If it still doesn't work the book has a way to search for the code sometimes this works and if all else fails call the cable company up and tell them that the cable guy did not program your remote. It is their job to program your remote.

Emerson seems to have a problem believing they should attempt to conform to any standards that would allow their devices to be controlled by a "universal" remote.  I can't say that I know anything about your particular TV, but I have another Emerson model (EWC20D3) which seems impossible to program for my cable TV remote and several other "universal" remotes I have purchased.  My interest in buying any more Emerson products in the future has dwindled to near nil as a result of this defiant nonconformity.
