Don't hesitate to contact the company.  The operation and controls of many devices may require a specific voltage and frequency (Hz) combination to avoid damage or even fires.  A given company may supply devices for different markets, including yours.

Yes, devices usually have a fairly wide tolerance for voltage and frequency. 10Vrms isn't so much of a difference.

Appliances rated at 220 volts can run at 230 Volts, because these have an allowance for +/- 10% of its rating, besides the 230 volts nominal voltage in Norway could still go down to 220 volts.
